Whenbyvariousprocessesanideahasendedbypeingintothemindsofcrowds,itpossessesaiblepower,andbringsaboutaseriesofeffects,oppositiontowhichisbootless.ThephilosophicalideaswhichresultedintheFrenchRevolutiontooknearlyaturytoimplantthemselvesinthemindofthecrowd.Theirirresistibleforce,wheheyhadtakenroot,isknowrivingofairenationtowardsthequestofsocialequality,andtherealisationofabstractrightsandidealliberties,causedthetofallthronesandprofoundlydisturbedtheWesternworld.DuriyyearsthenationswereengagedininterneeflidEuropewitnessedhebsthatwouldhaveterrifiedGhengisKhanandTamerlaheworldhadneverseenonsuchascalewhatmayresultfromthepromulgationofanidea.
Alongtimeisnecessaryforideastoestablishthemselvesinthemindsofcrowds,butjustaslongatimeisneededforthemtobeeradicated.Forthisreasoncrowds,asfarasideasareed,arealwaysseveralgeionsbehindlearnedmenandphilosophers.AllstatesmenarewellawaretodayoftheadmixtureoferrortaihefualideasIreferredtoashortwhileback,butastheinflueheseideasisstillverypowerfultheyareobligedtogoverninaccordahprinciplesihofwhichtheyhaveceasedtobelieve.
§2.Thereasoningpowerofcrowds
Itotabsolutelybesaidthatcrowdsdonotreasonaobeinfluencedbyreasoning.
However,theargumentstheyemployandthosewhicharecapableofinfluengthemare,fromalogicalpointofview,ofsuinferiorkindthatitisonlybywayofanalogythattheybedescribedasreasoning.
Theinferiorreasoningofcrowdsisbased,justasisreasoningofahighorder,ontheassociationofideas,butbetweentheideasassociatedbycrowdsthereareonlyapparentbondsofanalogyorsuccession.ThemodeofreasoningofcrowdsresemblesthatoftheEsquimauxwho,knowingfromexperieice,atransparentbody,meltsih,cludesthatglass,alsoatransparentbody,shouldalsomeltih;orthatofthesavagewhoimagihatbyeatingtheheartofaceousfoeheacquireshisbravery;oroftheworkmanwho,havingbeenexploitedbyoneemployeroflabour,immediatelycludesthatallemployersexploittheirmen.
